[Tsung] arrivalphase/users/maxnumber workings?

Is it possible that arrivalphase/users/maxnumber makes the phase (or
even all of tsung) exit when it is reached? Say I have a test that adds
10 users/sec for 60 seconds. When maxnumber for that phase is set to 300
will tsung kill the phase after 30s? Or will it allow all the 300 users
active to finish their session and add new users (up to a maximum of 300
at any time) until the end of the phase?
