No, actually it means that during a 300sec period, new
users will be arriving at a rate of 1 user/sec. (
using an exponential distribution )
So for example if you want to simulate an arrival rate
of 5 users/sec, use an interarrival of 0.2.
The number of simultaneous users that you will get, is
of course not only determined by the arrival rate, but
for both the arrival rate and the session duration. 
With "maxnumber", you are limiting the number of
users to 50.
