I'm pretty bad at reading the error messages, but one thing that jumped out 
at me is your <server> port.  I'm guessing you don't actually want TCP port 
7, which is nominally the "echo" service.  (You can look these up in 
/etc/services.)

I'd change that to some high numbered port (greater than 1024) that's not 
being used by some other service.  Since I don't run a web proxy on my 
system, I run it on port 8080, but almost anything will do.

The reason to go greater than 1024 is so that a mortal user (read: not 
root) can start the server.  Opening a port less than 1024 requires root 
privs, and Standard Security Policy(tm) says that you shouldn't run 
anything as root unless you have to.

(Come to think of it, if you're trying to run Tsunami as a normal user, 
this is probably why it's failing.  It's trying to open TCP port 7, which 
even if it's not currently being used, will fail.)
